Shipping calculations behave weirdly.

We had TWO orders from a customer today.  The customer called and said "combine my two orders please".  We copied the items from one sales order and pasted them into the 2nd sales order and processed the second order and deleted his first order.

He emailed us to inform us that he paid $11 more in shipping by combining the two orders than he had paid when they were two separate orders.

I did some tests and they are right.  I can take 20 of widget A and 20 of widget B and place them on two orders (which will have two handling fees) and pay LESS in S/H than if the same 40 widgets are all shipped on one sales order.
