Cannot attach custom Remittance Slips to invoice/statements

I have designed a customised Remittance slip and its my preferred one.  When I customise an invoice/statement, surprisingly my custom remittance slip is not coming up in the "Remittance Slip" dropdown menu.  The dropdown has only the Standard Remittance Slip!!

I tried it in a couple of my accounts and it seems to a issue for all.  Is this a bug or am I missing something??
