Employee Center, unable to edit PO

In our Employee Center our employees are able to put in "Purchase Order Requests" BUT they can't edit the request once it's been saved, even if the supervisor hasn't done anything with it yet.
I have the role set up with Purchase Order & Full access, but they still can't edit or void a request.
Is this be design or do I have something not set correctly?
