Sales Tax Group

We have a Tax Group ID that shows 5% as the rate.  BUT under the detail of what it's made up of is ID_ID at 6%, (which is the rate I want).
How can I change it?
Why isn't it reflecting the correct rate?
Is this an Issue?
Also, I tried setting up a new item group for this as a work around, BUT it won't let me add or change anything.
I'm I the only one having problems with Tax Groups?
