Case Management - Accessing Message Attachments

Hello!
Can anyone help with an issue we are having with access to an attachment to a message posted to a case?  4 employees - 2 can access the attachment - 2 can not (showing dim).  All have the same user role.  What else may be governing the access rights?  All are support reps with the same supervisor.
