Can't save change to Location!

I am unable to make change to location to show country of US.  I have tried everything!  As a result, I'm unable to use UPS integrated shipping because it says "Shipper Country" is required.  Can someone please help me!  This was my original location and when I added new location 8 months ago when we activated multi-location/inventory, it allowed me to add US. However, when I now try to create a new location to replace the inactiviated faulty one, all inventory history went with faulty inactivated one.  So I'm back to square one with having to use original location without
