memorized transactions link missing after upgrade

we're missing the Memorized Transactions link after the v.2007 upgrade.

its not in Lists (previously was) or in Transactions (as v.2007 manual says).  its no where!

it does exist, but we have to create a fake memorized transaction to get to the link to view the real ones.  obviously this is not a suitable method.

anyone have any ideas on how to resolve or what happened?
