Item Fulfillments not uploading after change to web services

Please refer here for information about the bug with fulfillments uploading via web services when items that are on the item fulfillment does not flag an error when then are no corresponding links to the sales order:

This seems to have been fixed but now, I am unable to upload fulfillments that DO have linked items in the sales order.  Please refer to the soap request and response below.

This needs to be fixed immediately as there is no point in fixing something when you break the whole thing!! Case #610916

EDIT! REASON FOR BREAKAGE: I just discovered the reason for the bug is that the item fulfillments wants to have the line items in the same order as the sales order.  I am unable to do this because our 3rd party software may change the order according to how the order is picked.  Please update the logic so that it is able to understand that the right items are on the item fulfillment but they necessarily do not need to be in the same order!
