Can not delete record due to child entities

I thought v2007 was going to resolve this issue of not being able to delete records that have child entities (mainly audit trail)?

I am trying to delete a list of old user roles. There are no users attached any longer yet it won't let me delete due to child entities which I can only presume to be the dreaded audit trail. How do I delete these? Or, has it not been implemented?
