Allowing other users to do Full CSV Export

is "full" csv export an admin only feature now?  formerly it was a permission admins could assign to other users.  (full IIF export is in there still which is totally futile.)

we (and many others i am certain) need to be able to authorize specific users and/or roles to do full exports.  please explain how to accomplish this.  thank you.
