653073 shipping - setting maximim ship price not working

This case seems to be lost in the "waiting for response" mode that all my email cases get lost in until i file a new case asking them to look at the old one.

In short - we have been loosing a lot of sales because UPS integrated shipping prices are sometimes being calculated 4-5x what they should be.  I dont have time to think about fixing that before the holidays, so I put the rate to have a $12 cap.  However - the cap is not working and we are seeing orders with well above $12 shipping charged and have no idea how many customers we are loosing.
