Help~"Fulfill" button mysteriously missing

Help~

I assigned my employee full access to fulfill sales orders, but the "fulfill" button decided to disappear today, even though it was working fine yesterday.  What's going on?!!!!!!!

We tried logging in and out several times, clicking on VIEW instead of EDIT on the sales order, still can't see the fulfill function.  This is most frustrating!
