Error In Fulfillment-major Defect

We just went to fulfill our orders for today, and got the following error message: "You can not over-fulfill an item unless you have selected the 'Allow Overage on Item"

This made no sense to me since we have PLENTY of the items in stock.  I browsed the user group and found out how to Allow overage.  I ticked the box to allow it, then fulfilled the order.  Netsuite then DOUBLED the order-the person ordered 1 each of three items, and netsuite defaulted it to 2 each of three items. Needless to say this is an error, and we then double charged the customer.
