Payroll Liabilities Date/Period Selection Broken?

Hi there.  In our first attempt to use the "Pay Payroll Liabilities" screen since the upgrade to 2008.1, we noted that the date selection for the liability period seems to have no bearing on the Amount Due, and so it basically shows your total amount unpaid in any payroll liability account for all time.  This was confusing until we figured it out, and then just had to calculate the actual amount due from other reports and adjust those amounts manually.

Is anyone else experiencing this?  I'll be happy to file a bug report if so.
