Urgent: Cannot Process Payroll, NO workarounds

We have a URGENT problem - Defect 141406: " Reciprocal Agreement with Virginia " box is missing in the Payroll Tab (ref: Case 707505.) is BLOCKING Payroll from being processed. There are currently NO workarounds and this Issue has been a problem for over a month (and payroll is processed monthly... see what I mean).

I really need some attention to this ASAP.
