Show Unfulfilled Items on Invoices not working?

We have always had the checkbox for "Show Unfulfilled Items on Invoices" checked, so all items on customer's orders were appearing on their invoice, regardless if they were fulfilled or not.

Today we unchecked that box because we do not want to show unfulfilled items on invoices any longer.

Problem is, our invoices are still showing unfulfilled items.  We tried a lot of different scenerios, but still get the same results.

Is there something else I need to do to make this happen?  Or should I start a case with NetSuite?
