Attachments Folder disappeared

When you send an Email Message from an existing record (using the New Bar), and attach a new file from the attachment tab you will notice that the folder option is not showing up underneath the browse for file section.  This just occurred recently.  I called support, and they can reproduce it in 2008.1 and 2008.2.  This is a showstopper since we can't attach any files without knowing where they will be saved.  Case#772740.
