USPS realtime rates different than www.usps.gov

2008.2 USA
I  am testing a small shipment under 1 pound from zip code 77339 to 77345 using USPS Priority Mail.
Netsuite/Endicia realtime rate is returning 5.50.
on www.usps.gov the same shipment is 4.80.

Case# 779071
Does anyone know the reason for the rate discrepancy?
