Cannot create new shipping item

On a new Shipping Item, I try to save but receive the error "Please enter value(s) for: Charge Tax on this shipping portion of item".

> There is nothing to choose in the "Charge Tax on this shipping portion of item" drop-down.
> If I click the open button for that empty drop-down, I get an error "Please choose an entry first"

Are my permissions wrong , or is Netsuite broken?
