File Cabinet restrictions not translating to relationship records' files tab

We have set restrictions to certain folders in the File Cabinet so only a select group of people can see those files (ex. - Contracts).  The restriction works when you're in the File Cabinet.  But when you attach one of these documents to a records, say a Customer, and you go to the Customer's File tab, any user can see and open this file.  So this tells me the restrictions are not working correctly.

Does anyone have any information they can provide me to make the restrictions work throughout the system?  Am I doing something wrong, or is this a known bug?
