Any way to set ship complete by line/item?

We have a real problem because customers send us order of multiple items and one line might be 25 X 4 foot fluorescent tubes. If we have 2 in stock our stores has no way of knowing it the customer want the two with 23 to follow or if he should not fulfil that line.

Is there any way to set ship complete on a per-line basis. We don't want to ship part boxes of tubes but may wish to ship the remaining items.
