Web Service Performance - Suddenly Awful

We have encountered awful web service performance as of early this morning. For example, we had 3 sales order searches that took 1350 seconds, 1198 seconds, and 1076 seconds respectively. 

22 1/2 minutes for a basic sales order search that normally takes only a couple of seconds.  This is causing all sorts of production issues for us.

Another example is a single sales order add that takes 292 seconds. 

Was something changed on web services?  Anyone else experiencing?
