Global Search of Email Field for Inactive Records not working as expected

I can search an email address, joe@example.com, and if that email is a lead, it shows up in Global Search.

If I mark that record as inactive, and search joe@example.com+ it does not show up.  However, if I type joe+ it does.  So what gives?  Why can't I search for an email address in inactive records with a + sign at the end?

Remember that a + character is valid within an email address too.  Watch your Regular Expressions!
