Zero taxes on invoice not printing

We just implemented a client that needs to print the tax total on the invoice irrespective of whether or not there are taxes. The invoice is not printing the tax label and amount when the tax amount is zero and they are sure it did previously in their testing (pre-upgrade). I frankly don't know and/or remember.

Could someone please confirm that whether it does/does not print zero taxes? I have the custom form correctly set to print the tax total as it does when there is a tax amount > 0.
