Global BCC list not excluding transactions

in the help files, it states this about Global BCC List: "List email addresses to which you want to send blind copies of all  outbound email messages other than transactions, including individually  sent emails, email merges, campaign emails, and system response emails."

well i am getting ALL the transactions too!  i want the feature to behave exactly as the description above states.  NO TRANSACTIONS.

how can i fix this or is it a bug in NS?
