Saved Search not sending emails for new records

I have about 20 searches/alerts and they all work great except for this one, and it seems like a NetSuite bug.  This one is for fulfillments based on a bunch of criteria, the search works fine when run as a standalone search, but it won't send an email alert when a new fulfillment is created.

But it will send an alert when I modify the fulfillment (to test this I go into the fulfillment records and a space to the memo field, then save).

I've got the check box Send Email Alerts When Records are Created/Updated and the check box nex to my name for email.
