System Maintenance Period???

I had done a search and did everything that was suggested to do on thread

Nothing works and still getting that message? Any other suggestions please. I have done save as for the item itself, the category, did the set up save website, check the inactive button, saved it than undid it than saved it again, nothing works. Here is a sample of something that doesnt work for no reason what so ever.
