Field behavior varies on transaction class field - How to change?

We have 2 users who are editing the same expense report.

For one user, the class field is one where you can use the arrow keys to scroll up and down or user the letter keys to select the correct class quickly.

For the other user, the field shows up with a pop-up window where they must search for the correct value and then populate the data.

Is there a setting somewhere that dictates this behavior?  The user with the pop-up window has to edit a lot of these and it adds a lot of time to the process.

I appreciate any help.
