Discounts/Rates

We have a sales order that has a discount applied to it at a rate of 25%.  The order is partially fulfilled and partially billed.  We went to the SO to edit a field and when we hit edit it automatically reduces the discount rate to 20% and pops a warning message:

A promotion has been applied to this transaction and it has been partially billed.
Note that changes to the transaction will not impact its eligibility for the promotion, and any existing order and line discounts will still be applied.

Anyone know what this means or why it changes the rate?
