Issues with Advanced Promotions

We set up a few different Item Based Promotions to run this fall. The problem we are experiencing only happens when our sales team is manually creating a Sales Order using the advanced promotion codes. If they apply the promo code and then change the shipping method, it will duplicate the discount line items. If they realize this and then try to change the ship method back to the original it adds ANOTHER discount line item and therefore giving the customer a triple discount. The new discount line items do not give the SO creator an option of deleting/removing the
