Realtime-Rates with Standard Shipping using USPS Parcel Post not working

Our client is having trouble calculating Realtime-Rates with Standard Shipping using USPS Parcel Post. Priority and Express work just fine. When attempting to calculate, a pop up message dispays: "Could not calculate for the selected Realtime rate. The rate for this service is not available for the specified source and destination address". I searched the user group and found similar issues, but  majority of the times a fix was released to resolve the issue. Is anyone else having the same problem?
