Bin Import Results in "An unexpected error has occurred."

Hi All-
We overhauled our bin system that was never correctly implemented. To start things off I was going to do a CSV import to mark all the existing bin numbers in the system as inactive, and then import the new list we have in Excel. We've never used these bins before (read: there has never been inventory in these) but when I run an import on the list of Bin Internal IDs and marking them as inactive, they all error out with the lovely "An unexpected error has occurred." message returned in the CSV.
