Sales Tax being removed from Cash Sales

This seems to be random, but when bulk billing is being used to bill sales orders, the capture request on the cash sale shows that tax is being captured, but the cash sale itself is showing it as being removed.
It started happening on Monday 4/22
Case open with support.
