Edit Employee makes me reset password

hello - Hope someone can help.  As an administrator, i want to update employee records from time to time such as new address, martial status change, new employee role but when i go to save it, it makes me create a new password for the employee.  basically, when i try to save it it give me an error "passwords don't match".  I don't want employee to have a new password ever time i made some changes. 

Does this happen to everyone else too?  or is this considered a defect?
