Record not editable

i have a user that is experiencing something a bit weird.  He put the record in edit mode and all fields that should be editable has a blue font and he is not able to edit it.  He is unable to open/view any of the tabs on the record. What would cause this happen?

I go into the same record using the same role permissions and i do not experience the same issue.
