Tax Rules broken after 2014.1 and consequences with PayPal
On April 25th I created case #1923632 Taxes are being charged on all orders. Before 2014.1 customers shopping on our web store were not charged tax when they used PayPal express as a checkout method.
After 2014.1 all customers are charged tax when they use PayPal express as a payment method. This can be seen in the attached images:

We turned off PayPal express for this reason. This forced customers who wanted to use PayPal to select it as a payment method in the SiteBuilder check out. We promptly started receiving complaints from customers that they were experiencing checkout errors. We also started seeing duplicated sales orders in our system, even up to 12 sales orders for one purchase. We also began to experience orders that had been approved with POs sent to drop ship vendors suddenly being unapproved, only with PayPal orders.
