Can't change report permissions?

Hi,

I am trying to edit report permissions at the role level.  However, whenever I go to the role permissions page, I can only select "view" (not full or edit) from the dropdown.  In fact, if the user already has "Full" access and I click on that line to edit it, the permission changes to "View" and I can;t set it back top "Full"

Does anyone know why that is?
