All File Cabinet Files are being made available without login!

One of our clients just noticed that their files are available without login, despite having "Available Without Login" unchecked. Sure enough, I started checking files in our in-house account and any file I tried I was able to get at without logging in. It seems like the entire File Cabinet is available without login. I was hoping it was a caching issue but I tried just going to the link from a computer that's never logged into NetSuite and I was able to access the file.

Any suggestions? I already opened a critical case.
