Transaction Taxable Checkbox Defaulting to Unchecked

We are having a recent issue where some (not all) of our sales orders and estimates are defaulting to unchecked for the taxable checkbox. The common thread I am finding is that when a sales rep writes an order for a customer that belongs to another sales rep the taxable field is unselected. If I mirror what the sales rep is doing from my admin account I have no problem and the tax field is populated correctly. Anyone else having this problem?
