Sales Tax Payment <> Sales Tax Liability By Tax Agency

The tax amount listed on the Sales Tax Payment form does not match the Sales Tax Liability By Tax Agency. SuiteAnswers refers to this possibility but does not explain how to fix it.

In our case, the Sales Tax Payment shows $1.80 to be paid and the sales tax liability shows $109.80. How does one figure out the what is causing the difference and be able to fix it?
