State custom field Sourced by Country list issue

Hi All,

I have created a custom record including two custom fields for State and country which directly links to State and Country standard lists. And I have set following sourcing information for my custom State field.
Source List- [Set country custom field]
Source Filter By- [Set Country]

This perfectly works for countries which have standard states. Eg:United States. But assume if we select a country which doesn't have states, and still want to go ahead and enter the state manually, like in customer form, how would we do it?
