Shopping Cart Customization

Hi,
    I have to apply some Shipping Cost calculation on my shopping cart on the basis of items in shopping cart and shipping method selected.

For the testing purpose I created a client script deployed on Sales order on my test account and it worked fine and affected the shopping cart but when I am applying the same script on my production account the corresponding account's shopping cart is not showing any changes.

My question is that is there any account specific setting that is preventing the script changes to be shown on shopping cart?

secondly Have I applied the correct/optimum technique for the task in hand or it can be done with any other customization method?
