Webservices - Can no longer update Shipping Address on Sales Order Since V11

Since the upgrade to Version 11.0, I can no longer pass the Shipping Address (shipAddress) on the Sales Orders. I keep getting the response: "You do not have permissions to set a value for element shipaddress due to one of the following reasons: 1) The field is read-only; 2) An associated feature is disabled; 3) The field is available either when a record is created or updated, but not in both cases."

Does anyone know how to get around this?  I've tried everything from changing role properties to configuration changes.
