US Sales Tax in 2007.whatever

Hi -- I've had some issues setting up Sales Tax in version 2007.

1. We have nexus in 31 jurisdictions across 25 states.  Based upon that, I enabled "Advanced Taxes."  I'm not certain that this was strictly necessary.

2.  I set up the tax liability accouts.  Since we use account numbers, I attempted to edit this accounts and assign them to a parent account with varying degrees of success.  Sometimes the changes were not allowed because the tax account is 'special.'

3.  I set up the vendors and set them as Tax Agencies.

4.  I added the Nexuses.

5.  I did the State Tax Import for each of the 31 states.  Occasionally, this process would send an email on completion.  Usually there was no confirmation of success or failure.  Many times I would run the State Tax Import, wait for hours, and have nothing change in the Tax Codes or Tax Groups.  Sometimes rerunning the job would do the trick.  Eventually, I got all of them to run.  When running the State Tax Import, I noticed that sometimes I could not select the previously set up tax liability account -- instead NS had created another, new, liability account,
