Wrong Email Template Populating

Since the upgrade, our reps are having issues choosing email templates.  Often (but not always), the wrong email template populates.  They have to choose another one and then have to go back to their first choice to get the right template on the screen.  It is happening on multiple computers and we have cleared their cache and it still happens.  Could this be a IE error?
