Duplicate Invoice Numbers

After the upgrade, we were experiencing problems with the duplicate number detection.  We have many people entering invoices and when they save the invoice there was an error screen that came up warning them that they were about to save a duplicate number.  They could either continue, or type in a new number.  When they did this, they got another error screen and were kicked back to the invoice.  When they tried again, they got the same messsage.  We thought that these invoices weren't posting, but when we looked at the client, we saw that they were posting, and sometimes
