UPS shipping not creating multi labels and cartons

I was just upgraded to 2008.2 and happened to have setup UPS too. I'm finding that the rate that's being returned is for everything in 1 carton. This is even when I choose items on a sales order that I have marked to always ship individually and/or when items are added to the order that exceed to max quantity for a box set up on the packages tab. Not only is the rate incorrect, but I only get a single label too.

Not the result I was hoping for when I was setting this up. I can't believe this is only happening to me.
