Since upgrade - Shipping Rules not working correctly

Upgrade has caused us errors in the new country specific shipping rules.  The "Ship Only To" and "Exclude" work exactly the opposite as they should.  We chose a shipping method intended for the USA only (FedEx Ground for example) and selected "Ship only to" the "United States".  Suddenly, this shipping method option is not available for our USA customers.  Then we choses "Exclude" the "United States", and it started appearing for our USA customers.  Unfortunately, the only way to undo this is check or uncheck the "Exclude" box to the opposite of what is intended...but now the rates don't compute.
