Workflow Manager and Items

I am trying the beta Workflow Manager and have run into an issue.  I want to create a Set Field Mandatory Action with criteria based on the items in the transaction.  So if a certain field is set on an item in the transaction, then a certain field must be set on the transaction.  Is this possible?
