Workflow Issue - Send Campaign Email

I am having issues using the "Send Campaign Email" Action. I have other actions ("Send Email", for example) within the same state with the same trigger, conditions, etc. that operate as expected; however, the "Send Campaign Email" action seems to be ignored. Are others experiencing this issue?
